Cong Thuong – At a recent press conference in Hanoi, Mr. Tran Yen, Director of Tay Bac Aquaculture Joint Stock Company (Lai Chau), expressed his frustration: “In early May 2013, Chu Va Hydropower Joint Stock Company opened a facility for raising salmon and sturgeon, then smuggled sturgeon fry from China for breeding. I reported this to the local authorities, and even to Deputy Minister of Agriculture and Rural Development Vu Van Tam. The General Department of Fisheries sent an inspection team, but nothing happened (?). On May 29th, I wrote a letter to Minister of Agriculture and Rural Development Cao Duc Phat. On June 11th, I received a referral slip from the General Department of Fisheries stating:“Based on Article 7 of the 2011 Law on Complaints and Article 20 of the 2011 Law on Denunciations, the General Department of Fisheries forwards this letter to the Director of the Department of Agriculture and Rural Development of Long An province to direct the clarification and resolution within their authority and inform the General Department of Fisheries of the results.
“I don’t understand why an incident that happened in Lai Chau is being handled by the Director of the Long An Department?” Mr. Yen wondered.
Many believe that allowing cheap Chinese sturgeon into Vietnam would increase competition and give Vietnamese consumers more choices. Mr. Le Anh Duc, General Director of the Vietnam Sturgeon Group, shared: “We welcome healthy competition when imported products comply with regulations and clearly state their origin when brought to market. However, we oppose smuggled sturgeon from China because it does not go through any quarantine or customs procedures. After being imported into Vietnam, these products are then disguised under the Vietnamese sturgeon brand . ”
Sharing Mr. Duc’s viewpoint, Mr. Nguyen Trong Cu – Director of Viet Duc Investment and Trading Co., Ltd. – affirmed: “If we allow smuggled goods to exist, the Vietnamese sturgeon industry will certainly die prematurely because it cannot compete on price. But if the goods are imported through official channels, subject to taxes and procedures, we are confident that we can compete . “
